Indian students in Norway

Norway had 412 Indian students at its universities and colleges in autumn 2025, down from 469 in autumn 2023, according to HK-dir. Public institutions have charged tuition to students from outside the EU/EEA and Switzerland since 2023, and from 1 August 2026 may set fees below full cost.

HK-dir's higher education database records 412 Indian citizens enrolled in Norway in autumn 2025, the 15th largest foreign nationality. NTNU, BI Norwegian Business School, the University of South-Eastern Norway, the University of Oslo and the University of Bergen had the most Indian students. Norway introduced tuition fees for non-EU/EEA degree students in 2023, after which new enrolments from outside Europe fell sharply; a law change passed in 2026 lets institutions charge less than full cost from 1 August 2026, and several have cut fees.

From 1 August 2026 Norwegian universities may set tuition fees for non-EU/EEA students below full cost; several, including UiT, OsloMet and the University of Stavanger, have cut their fees. Source
